रायगड जिल्ह्यात विविध प्रकल्पांसाठी चाललेल्या सक्तीच्या जमीन संपादनाला विरोध करण्यासाठी मोठ्या संख्येने शेतकरी दि.१६|१२|२०२१ रोजी कलेक्टर ऑफिस वर मोर्चा घेऊन धडकणार आहेत. पेण तालुक्यातील जे एस डब्ल्यू व विरार अलिबाग मल्टीमोडल काॅरिडाॅर साठी तसेच रोहा मुरुड तालुक्यात बल्क ड्रग्ज फार्मा पार्क साठी शेतक-यांच्या जमीनी सक्तीने संपादित केल्या जात आहेत. In Raigad district, a large number of farmers will march on the Collector's office on 16 | 12 | 2021 to protest against the forced acquisition of land for various projects. Farmers' lands are being forcibly acquired for JSW and Virar Alibag Multimodal Corridor in Pen taluka and for Bulk Drugs Pharma Park in Roha Murud taluka.
प्रत्येक प्रकल्पाच्या विरोधाची सविस्तर कारणे देणारी प्रकल्पनिहाय निवेदने आम्ही शासनाकडे पाठवली आहेत. हा विरोध का हे स्पष्ट करताना एका अत्यंत महत्वाच्या मुद्दयाकडे आपले व शासनाचे लक्ष आम्ही वेधू इच्छितो. We have sent project wise statements to the government giving detailed reasons for opposition to each project.
We would like to draw your and the government's attention to a very important issue while explaining the reason for this protest.
अधिकृत आकडेवारीनुसार गेल्या २० वर्षात रायगड जिल्ह्यातील भातशेतीखालील क्षेत्रात शहरीकरण व अन्य प्रकल्प इत्यादी कारणांमुळे ३९,२६४ हेक्टर म्हणजे ९८१६० एकर एवढी प्रचंड घट झाली आहे. तसेच आता जे जमीन संपादन जिल्ह्यात सुरू आहे, त्यामुळे एकाच वर्षात ५२,०६२ एकर क्षेत्र शेतीकडून अन्य कारणासाठी वळवले जात आहे.थोडक्यात एक लाख एकर शेतीखालील क्षेत्र म्हणजे जिवंत जमीन मारण्यात आली व आता देखील ५२०६२ एकर जमीन मारण्यात येत आहे. ही रोजगारांची, उपजीविकेची, व पर्यावरणाची प्रचंड हानी आहे. त्या तुलनेत नवीन रोजगारनिर्मिती होताना दिसत नाही. प्रत्येक प्रकल्पासाठी जमीन घेताना रोजगार निर्मितीचे फक्त गाजर दाखवले जाते पण प्रत्यक्षात तसे घडत नाही. त्यामुळे स्थलांतराचे प्रमाण वाढत आहे.
According to official statistics, in the last 20 years, the area under paddy cultivation in Raigad district has been reduced by 39,264 hectares or 98,160 acres due to urbanization and other projects. Also, due to the ongoing land acquisition in the district, 52,062 acres of land are being diverted from agriculture for other purposes in a single year. This is a huge loss of employment, livelihood and environment. Compared to that, new jobs are not being created. Acquiring land for each project only shows the carrot of job creation but it does not actually happen. As a result, migration is on the rise.
भूमी संपादन कायद्याच्या (२०१३) कलम १० नुसार जिल्ह्यांमध्ये संपादनाखालील क्षेत्र विशिष्ट मर्यादेच्या पलिकडे असतां कामा नये. मात्र हा मुद्दाच संपादनाच्या अधिसूचना काढताना विचारात घेतलेला नाही. रायगड जिल्ह्याची भाताचे कोठार ही ओळखच पुसून टाकण्याच्या दिशेने व इथला शेतकरी वर्गच संपवण्याच्या दिशेने सरकारची पावले पडताना दिसत आहेत. हे भूमी संपादन कायदा २०१३ च्या कलम १० चे उल्लंघन देखील आहे. सदर संपादन जमीन संपादन कायदा २०१३ नुसारच झाले पाहिजे ज्यात प्रकल्प नाकारण्याचा अधिकार प्रकल्पबाधितांना आहे. पण तो कायदा गुंडाळून ठेवून शासन सदर संपादन करत आहे. हा जुलमी कारभार आहे.
As per Section 10 of the Land Acquisition Act (2013), the area under acquisition in the districts should not exceed certain limits. However, this issue was not taken into consideration while issuing the notification of editing. The steps of the government are being taken towards erasing the identity of the paddy warehouse of Raigad district and towards eliminating the peasantry here. It is also a violation of Section 10 of the Land Acquisition Act, 2013.
This acquisition should be done in accordance with the Land Acquisition Act 2013 in which the project affected people have the right to reject the project. But the government is making this acquisition by keeping the law wrapped up. This is a tyrannical regime.
हे सर्व प्रकल्प सामान्य जनतेच्या हितासाठी येत नसून बड्या कंपन्या व भांडवलदारांच्या फायद्यासाठी आणले जात आहेत. त्यामुळे आमचा त्याला विरोध आहे.
फार्मा पार्क हा केमिकल प्रकल्प असून केंद्र सरकारचा प्रदूषणकारी प्रकल्प आहे व इको सेन्सिटिव्ह झोनच्या तसेच फणसाड अभयारण्याला लागून आहे.
विरार अलिबाग मल्टिमोडल काॅरिडाॅर १२९७५ कोटींचा प्रकल्प असून त्याचा स्थानिक जनतेला कसलाही फायदा नाही. उलट त्यांचे जगणे धोक्यात येत आहे. आंतरराष्ट्रीय पातळीवर त्याचे कंत्राट देण्यात आले आहे . आंतरराष्ट्रीय कंपन्यांना फायदा मिळावा यासाठी भारतीय शेतकरी वर्गाला फटका का दिला जात आहे? All these projects are not for the benefit of the general public but for the benefit of big companies and capitalists. So we are against him.
Pharma Park is a chemical project, a polluting project of the Central Government and adjoining the Eco Sensitive Zone as well as the Phansad Sanctuary.
The Virar Alibag Multimodal Corridor is a Rs 12,975 crore project which does not benefit the local people at all. On the contrary, their lives are in danger. His contract has been awarded internationally. Why is the Indian peasantry being targeted for the benefit of international companies?
जे एस डब्लू या कंपनीने आतापर्यंत शेकडो एकर जमिनी प्रदूषणाने व खारे पाणी जमिनीत घुसवल्याने नासवल्या आहेत तसेच मोठ्या प्रमाणात जमीन, पाणी व हवेचे प्रदूषण चालवले आहे. ज्यावर सरकारचे, प्रदूषण नियंत्रण मंडळाचे कसलेही नियंत्रण नाही. उलट त्यांना बक्षीस म्हणून सरकारच आणखी जमीन संपादित करून देत आहे. झोनल अॅटलस फाॅर साइटिंग इंडस्ट्रीज या अहवालात जिल्ह्यातील वाढत्या प्रदूषणाबाबत चिंता व्यक्त करण्यात आली असून आणखी प्रदूषणकारी प्रकल्पांना मंजूरी देण्यात येऊ नये अशी शिफारस करण्यात आली आहे. ती देखील बाजूला ठेवून केमिकल प्रकल्प व महाकाय प्रकल्पांसाठी जमीनी घेणे सुरूच आहे. दुस-या बाजूला ( global warming) वाढत्या तपमानाचा धोका व त्यामुळे येणारे पूर, अतिवृष्टी, दरडी कोसळणे या संकटांना सामान्य जनता वारंवार सामोरी जात आहे. ते टाळण्यासाठी अनावश्यक औद्योगीकरण व विनाशकारी प्रकल्पांना आळा घालण्याची गरज आहे. मात्र त्याकडे व जागतिक इशा-यांकडे सोयीस्कर दुर्लक्ष केले जात आहे.
जिल्ह्यात याआधी उद्योगांसाठी संपादित केलेल्या जमिनी पडून आहेत. त्या विकसित करण्याचे सोडून नव्याने शेतकरी व स्थानिक जनतेला बेरोजगार व उध्वस्त केले जात आहे. On the other hand (global warming) the threat of rising temperatures and the resulting floods, heavy rains, landslides are facing the general public frequently. Unnecessary industrialization and destructive projects need to be curbed to prevent this. But it and the world is conveniently being ignored.
The lands previously acquired for industries are lying fallow in the district. Apart from developing them, new farmers and local people are being made unemployed and destitute.
